Remember that the deck of cards was made very early on in the Deadlands
story. According to Shane, PEG put the people on the cards who they planned
to make important, but some of them just fell by the wayside and never got
used really.

I'm hoping that PEG will make a "new edition" of the cards at some point and
clean up the personalities on the cards, using those who actually did become
important.
