Actually, he might have an extended barrel so his range increments could be
15
so that comes to "only" 40 increases, which combined with drawing a bead and
the base difficulty comes to 39.  However, what size is the ballon?  If it
is a "normal" ballon it would be head sized, so call it a head-sized target,
which is a -6 called shot so, the difficulty goes up to 45.
