Both of your systems make sense to me. I just wanted
to say we use the brawlin' skill added to TN
convention not only when the shooter is in
hand-to-hand, but also when someone is shooting into
hand-to-hand, to simulate a good brawler manuevering
around his close up opponents to protect him somewhat
from the ranged attacker. Gotta love that scatter!
[On a related tangent, Alex fired off two bursts with
a gattling rifle once, missed her target both times,
but outright killed other attackers with the scatter!]
