Woah nellie!
Raises are *supposed* to alter the roll, and not the location. A 13 with one
raise should *never* allow a torso hit - regardless of how you split up your
arms and legs, 13 with a raise can only become 12 or 14, both of which are
still an arm, never the torso. If raises adjusted entire locations, you
would find very very many shots hitting the head. Hell, a 15 with one raise
would be a head shot under that rule.
No no no, I say!
I split arms and legs up much as Allan does - odd (1,3,11,13) means right
arm/leg, while even (2,4,12,14) means left arm/leg. A raise on say 13 means
the player can decide which arm to hit but cannot adjust to the torso
without 2 raises (to get to 15) or three (to get to 10).
