Well here are my picks...

1.  Marvel Superheroes  (Game Balance? What is that?)
2.  Palladium System (Mostly sucks all around.  However have had a lot of
fun with
    Ninjas and Superspies.  Combine that and TMNT and you have a interesting
    game.
3.  MechWarrior. (Neat concept, Poor execution.)
4.  tie... WWF: The RPG (Yes it did exist in the early 90's) & Street
Fighter (Say
    what you want about WW and their "character over combat" theme.  This
game
    used the same basic rules as Storyteller.  Also they incorperated the
newer
    rules from this into the Book of Combat for WoD.)
5.  AD&D (yep, I have this on my best and worst.  Best due to the fact that
there
    would be no RPGs without this puppy and at a time the best there was.
Worst
    because the dinosaur refused to evolve.  I have hope for 3rd Ed.)

Dishonorable Mentions:  Tunnels and Trolls (you could play a Duck), GURPS
(Yuck), Aeon/Trinity (stick with WoD WW), Master System (yawn), Plus many
games put out by "here today gone tomorrow companies".
