Two points:
1.  Harrowed don't breathe, therefore, in theory, they should not be able to
talk, either.
2.  To paraphrase and old DM, "It's a fantasy game!"
3.  As has been pervasively said, If a living, talking, head is scary (and
cool) GO for it!
