[DL] Two conflicts in Visionseeking way medicine

I've searched the "accumulated rulings" file to no avail.  In Ghost
Dancers, the intro to Visionseeking medicine says that all V-way
favors can be used only while in the Hunting Grounds, with a few
exceptions that it lists.  But two not listed as exceptions, Repel
Spirit and State Your Business have descriptions which explicitly
mention their use in the physical world.  So ...?
