Can't hurt. ;-)

It depends on a lot of things. First how many witnesses?  Reliability? Time
of day/night when it occurred? etc.

Most likely, he'd ignore an event that was a single incident that occurred
before he arrived. Going forward, if it occurs again, potential explanations
are premature burial, grave robbers _mistaken_ for buried folks (it was
dark, etc., etc.), whiskey-induced hallucinations (they're using that one in
Gomorra...), Confederate poison gas weapons having an unusual effect, etc.

It doesn't have to make _perfect_ sense for everyone. Popular opinion and
time work in his favor, particularly if he can get control of the press...
