Depending on the flavor you want to use, there are several ways you
cangi with this one.  Howl could be used if you treat the damage as
being caused by a headache, though it's not really what one would
picture from a psychic.  I could see poltergeist being used as a
psychic attack, but I don't really think it's what you're looking for. 
Spirit Coils could be used as a mental attack, but again not exactly
what you want.  Finally, there's Touch o' Death which is just an evil
power, though I could see it as a psychic death-touch sort of attack.

Well, the most likely candidates I've found are Filibuster which
mesmerizes others with the Hucksters voice, Lethargy which makes others
too lazy to do anything (probably not what you're looking for, but
useful), Mind Twist which can be used to lower a persons cognition and
therefore their resistance to fast-talk, and Silver-Tongued Devil
probably your best bet which raises a hucksters persuasion, bluff, and
ridicule rolls.
