If I remember right the rules allow you to hit in H2H with two weapons at
once - like using two pistols(at least its in the old deadlands rulebook).
A martial artist would then just hit twice an action, with a -2 (?) penalty
for the off hand (no -4 as he isn't using a weapon) gaining his MA bonus for
each strike.  He could also take two fisted to remove the penalty allowing
him to make two MA attacks per action, which could be viewed as a  flurry of
punches rather than hitting at exactly the same time.  No ROF needed
