True enough but deadlands is currently in 77 
going on 78. They will not get to 79 until 2002 
at this rate. Also the appearence of the things 
that started appearing in 63 may have changed 
minds and they may have kept their borders closed 
longer.
This does not mean you cannot make what you were 
talknig about just realize tha japanese are even 
rarer than chinese.
