Considering that the people in the USA at that time came from
all over Europa, looking in the local phone-book could yield some
good ones for Europeans. Stick a first name in front of it (
preferbly one from another country) and you've got a name.
English ones (as in UK, Britain) are seen most in this period,
but just most.

The Civil War is a hobby of mine and I see names from all
over Europa mentioned. As to differences between North and 
South (namewise), there aren't any I'm aware of. Mostly if
it doesn't say confederate or federal I don't know where they
are from or who they are fighting for (except for the famous
ones, obviously). 

I can do you a list if you like.

If you have a black NPC, you might want to use famous names
that have to do with freedom (Abraham Lincoln, Ulysses Grant,
George Washington). Although as often the ex-slave would take
the name of someone who had helped him escape, or who taught
him, but whose name means nothing special to us.
