[DL] Double Action Question

Howdie all,
Since I don't have the new editions I was wondering about the speed of 
firearms. With double actions you can fire twice now. Does that mean the 
shots can be divided between two targets or that one target receives both 
shots?

Since the firing is happening on one card action then there might not be 
enough time to get the second shot off. Or assigning a difficulty for the 
second shot might be needed.

What do you guys think?
