I think you're missing the dilemma here...

     - Shadow Man helps Sneak rolls
     - Sneak rolls are active rolls
     - An active roll breaks concentration
     - Concentration is required for Shadow Man

Thus, the rules do not allow Sneaking while using Shadow Man.
