That's what the US Marshalls are for.

Besides, if you think of the Rangers, as having two
branches (i.e., "regular" law enforcement, and
"supernatural" investigation) it lines up nicely with the
US Marshalls and the Agency.  Because of the "legit" front,
the Rangers can be a bit more covert in their
investigations of the supernatural.
