Hmm.... I have no idea.  :-)

Though - if you have any of the Rail Baron games, that might make a great
foundation for the campaign - ie track  costs this much, certain cargos pay
off that much.  The costs of troops/etc. could then be based on the train
game figures (for example, $100 per point for a troop type of something
along those lines.  Generic troops cost half but there is a limited
availability pool.
