I actually had something like that.  kinda.

I had a Harrowed by the name of Winthrop Murray  have a freakshow (he 
called "Winthrop Murray's Tent o' Chills")  Winthrop was a Harrowed with 
Degenration5, and had two other Harrowed, Degeneration 2 and 3, as his 
assistants (in addition to Unholy Host-made Walkin' Dead).  They had 
several captured abominations, such as Nosferatu and Tumblebleeds they 
traveled around showing off.  The posse rapidly discovered it was one fear 
check after another.

They were not evil, Per Se, but freakish.
