Thank you for your input it is truly appreciated!
While I understand this idea and did originally think that wa the way to go,
after discussing it with my players they told me one of the problems they
had was that some packages were more unbalancing or "better" than others so
i have decided to create power packages with a similer if not close to the
same point cost. To keep the feel of the lower power level, I am getting
everyone to roll up a 40-50pt reg then allowing them to buy a 100-110 pt
power package. For instance in the case of the speedster, 105 pts will get
him 4 levels of Super Running (purely increases his pace) and 1 lvl in
increased speed (adds a bonus to dodge,movement and inititiave) What do
people think?

The tricks are not as easy, some are automatically taken into account with
equivalent GURPS power, for example the Communicater gets a Telepathic shout
the same as their scream as part of the telesend power but others like our
Speedster I am still working on. Perhaps as a penalty to his dodge and
increased fatigue he could create the mirror images one.
On a final note, one of the things that attracted me to GURPS in the point
system, for example you want you team to become alphas down the track (when
you work out where they are) you give the 400 points in packages a voila
perfectly balanced Alphas.
