But remember that SWAT teams are a relatively new function of the police,
only being formed and coming to prominence over the course of the last two
or three decades.  In BNW, when society is beginning to face the situations
that led to the formation of SWAT teams during the 60s and 70s, they are
more likely to have turned to Deltas than to have created a "new" branch of
the human police force, because Deltas could do the job better.  So it
wouldn't be "replacing" the elite cops, because the elite cops would never
have existed.  Deltas would just be assigned to the tasks that in our world
we decided we need specially trained police units for.
