[BNW] Vampire question

I'm a little behind on the sourcebooks (what with being completely broke) so
i was just wondering if any of the more recent sourcebooks (after
bargainners) shed any light on this question.
I know that most vampires were created around the time of the nuclear
attackof atlanta, but have there been any more vampires created before or
since. Specifically, can vampires give "the blood kiss" and turn a normal
person into a vampire?
