I am working on a team for Caiman City but I can't
finish until either my local game store gets my copy
of Evil Unlimited in (which may be awhile since they
lost the last copy I ordered) or someone on the list
sends me the details on the Duplicator and Werewolf
packages.

As far as the Badge goes he strikes me as being very
Punisher-esque. In fact I remember a What If story
where the Punisher's familiy didn't die and he became
a New York cop. However he still ended up becoming the
Punisher after some crooked cops killed his family
when he threatened to expose him.

Obviously the badge he leaves behind is a duplicate of
his own. You mightn want to add a contact to his
quirks, the person who he gets the badges from. You
might also add a contact with someone who "leaks"
information to him on occassion about dealers and dons
that the police can't touch.
