I don't think that the problem here is the quirk,
rather it's your perception of the quirk.
Certainly organizations like the Delta Warriors and
other Defiants don't have any legal pull (which would
allow them to do things such as issue warrants), they
also do not have any bureaucratic restrictions (thus
allowing them to strike at their target 'at will').
I envision the 'Wanted' quirk to be the equivalent of
the Champions disadvantage 'Hunted;' meaning simply
that you have made someone's sh!#+ list.
But hey, I could be wrong
