The game is called "Foundation", and it is pretty poor.

The rules on creating supers is sketching and incomplete, to say the least.
On a more positive note Nightshift has released a replacement rule section
that is available as a free download.

The rules can be found at:

http://www.teamfrog.com

Go to "nightshift" and then "Foundation" in order to find it.

The new rules look fairly decent and are much more complete. Plus they are
free so you don't have to purchase Foundation at all, unless you want the
world info and NPCs.
