The answers to most all these questions are in the book.
Briefly:
No
50 lbs. (size 3)
Very, as it is impossible to see inside a lock from more than a few inches
away (the TK can't "feel" her way around or anything).
I would say in cases where other skills were used telekineticly (like
shooting) you would use the skill, but with smarts dice instead of the
normal stats. Guides could impose penalties as appropriate (you can't
"sight down" a gun that is floating ten feet in front of you).
