My spin on this is such.  The covnant's biggest and darkest secret is,  that
delta have been on this planet since the dawn of time.  Before the turn of
the 19th century they were extraemly rare,  one or two in decade would
appear.  It was the covnant responsiblity to bring these "witches" to heel
and keep their exsistance a secret.  The most dangerous form of "witch" was
the Diadolits,  THese with the ablity to comminicate with demons.  But,
since the before of the 4th century.  the dark arts needed to keep a
diabolist from going mad were vanquished by the holy roman church.  The
disbolist were not much of a problem.  Then came the Iron Mask
