I'd agree. Remember Aquarians as a functional "civilization" (or
sub-civilization) have only been around about 70 years. We're not talking
Atlantis (whichever ones of the DC Universe you choose, or Marvel's
Sub-Mariner-style Atlantis, or whatever).
I'd be tempted to include such an ability as a Trick, or allow that it was
part of an Alpha-style Aquarian's package (i.e., DC's Aquaman, which would
probably include enhanced strength as well).
Maybe they just use waterproof marker boards...? :)
The webbed fingers...IMO, I wouldn't worry about it. Maybe for a newly
revealed Aquarian, but the assumption seems to be they adapt to it after a
year or so.
