Yes, the head grows back, but the only damage healed would be the damage
done by the explosion.  Say, for example, that you shoot a Bomber in the
head.  The head then blows up.  It reforms from the explosion, but it's
still got that nasty bullet hole in it.

That's just my take on it.  It might not reform at all after its
post-pulping detonation.

That is what I have assumed, yes.  When the registered delta police officer
bomber in my game blew up the Ripper with a whole body explosion, the
authorities were waiting in the alley when he reformed.  Not his finest
hour.

I think it's just simple oversight.  Two phased deltas can attack one
another exactly as if they were unphased.  At least, they can in my game.

This is all wildy unofficial, naturally.
