I'd say apply them if you think they make sense to affect the combat.  The 
chart says "Ranged" but that doesn't mean that lighting wouldn't affect 
close combat, among other things.

I'm very modfier-shy.  I find they slow me down a lot so I don't worry 
about them too much myself.
