Actually there was one of these mentioned in the fluff of Glory Days. They
seem to actually be able to turn back time a little, a be aware of what
happened and try to change it.

In Glory Days Sparky described a fight where the bad guys were trying to
blow up a refinery and a good guy delta turned back time three times to
before the explosion so that a speedster could stop them (he failed to
stop them the first two times, then did something differently the third
time). Sounds almost Alpha-ish to me...
