Actually this is a question I have had for some time.  I get the
impression that in the BNW universe, powers appear in 'quanta', that is to
say they appear in recognizable packages that are identical in appearance.
Blaster one's power is identical to Blaster 2's power.  

I'd like to hear from Matt as to whether this is the case or not.  It has
profound implications as to the nature of powers in the BNW universe, and
it is one of the things I LIKE about the setting.  If power packages
existed in a multitude of variations, we would simply have yet another
generic superhero world.  The fact that powers fit specific packages
brings a wonderful mystery to the setting.
