If you really want to see how to do something like this up right, get the 
Squadron Supreme graphic novel. It compiles Grunwalds (not sure on spelling 
there) 12 issue mega series in an alternate (from Marvel) universe story 
with characters who are "mirrors" of the main DCU pantheon. But they are 
done so well that they stand out on their own apart from the 
Hyperion=Superman connections. (And it doesen't hurt that Gru is one of the 
BEST writers of comics, ever.)

So track it down. Lots of BNW potental in it, as it details a world where 
the major heroes decided to attack the problems of society at their roots, 
which meant taking control of the world. It's a semminal story and great 
piece of work.
