I'm running a BNW campaign and I've created a reg hero hero NPC, but I
did it like she was a PC. I basically did the same thing, made her up like
a delta, just no PP and different tricks. I took a cliche, her father is a
gadgeteer, but old, so he built her a power-suit that she uses to go out
and fight crime with. She occupies a weird place in the city, basically
she's taken it upon herself to protect innocents from DP/Defiant battles.
Whenever a battles going on she's usually there, and spends her time
flying people away from the fight and deflecting falling debris and such.
In some ways she's actually more powerful then a delta. If she was a delta
she'd be a gadgeteer (to get the power suit) and would have to spend
points on smarts over speed and strength and tricks on the gadgeteer
tricks. As it is, her father has the brains and G-tricks and she has the
speed (she's not a moron or anything) and general combat tricks. Only
problem is she can never do any repairs in the field if something breaks.

Incidently I gave her a high "Friends in High Places", whatever it's
called (her father) and Belongings (the suit).
