How "dark" does it need to be for _what_ exactly...?

The Lighting Modifiers chart on page 86 of the basic rules should be able to 
answer most of your questions.

Again, the Lighting Modifiers chart gives a pretty wide range of modifiers - 
taking a look at that, do you have any further questions that can't be 
answered or approximated from that?

The other thing to keep in mind of course is that the Sneak may not be 
functioning outside a great deal of the time.
