Yep.  But how dark does it need to be for our friend the sneak?  Is 
moonlight ok?  how about a flashlight dancing over there or a safety 
light glowing over the exit sign?

It's fairly bright outside at night where I live (lots of light 
pollution and city glow), to the point where normal folks don't have 
major problems getting around.  Does the Darkvision help Mr. SNeaky, 
or should he rely on normal abilities?

It's very rarely purely dark, unless you go in a cave or windowless room.
