Can't speak for anyone but meself, but..... I don't allow this and under 
those guidelines (i.e. stronger Delta powers without accelerating to Alpha 
or... heh hyeh That'd be telling) I never will.     I think that even though 
the powers of, say, 2 Blasters are identical, it's the characters themselves 
that make the differences.     I have to say though that I have had one 
player ask to do this and basically quit the game when I said "No, 
sorry"..... but that's what happens I guess.     I tend to favor having 
players come up with workable NEW packages.     I have 3 meself..... The 
Reactor (ever wonder what would happen if someone "died" from radiation 
instead of electricity, like the Charger? I did....that's what Nuke's power 
package is.), The Flexer (Love stretching powers and actually HAVE a player 
playing this one), and The Buzzer (Vibro-Power anyone?)..... particulars 
available on request.     
I think that the Alphas ARE coming back.....and sooner than we all think.     
And I don't think we're gonna have fun when they do..... no facts, just 
a...feeling.
