[BNW] Bomber Question

Until recently, I've not used the bomber package.  In my last session, 
however, the new guy wanted to play it.  While we were playing, a question 
arose (sorry if it has already been answered).  Damage is listed for limbs 
as a whole, but could a bomber detonate just his fist, followed by forearm, 
and finally biceps (all at less damage and a faster regeneration rate).  
Another idea was to detonate his eyes, for very little damage, but a bonus 
to hostile persuasion, but how much of a bonus?  BTW, do the bombers clothes 
regenerate (I would think so because phasers and teleporters powers affect 
their clothes)? Thanks for the help.
