I think the main idea behind it is the fun of playing rebels in a ulta
convservative (by our standards) country, and not just rebels but super
powered rebels. I see a fifties style armerica, everyone is white, middle
class, hetrosexual, goes to a christian church everyweek, gets married when
they meet somone nice, works in the same company as thier dad (women stay
home and look after the kids), no violence on tv etc etc. But you break the
mold, you are a trouble maker, you, fart in church, have causaul sex, take
drugs, get in fights, moan about your oppressed rights, steal stuff, wear
t-shirts with slogans etcetc and generaly dont fit in. Now this is all fine
and dandy execpt that the government has a secret police force that arrests
people like you and puts you in prison with no trial.

not only does ithis secret police force put you in jail for no good reason,
but they get up to all kinds of weird secertive stuff as well, making sure
that the right person gets to be mayor/senator, stopping that embarrasing
news story getting out etc etc

Also since all officals are essensialy appointed there is alot of
corruption, scratch the surface of this conservative socirety and you find
it moldering on the inside. the rich are super rich and above the law the
poor are marginalized and persectuted. women, ethnic minorities, non
christian religions are all considered to be second class citizens, (can
women even vote? (I think that there would be some elections but they would
be fixed))

so details

1: heavy police presence, but corrupt, do what rich people tell them to do,
dont care about the rights of poor people. frequent check points. all
citizens required by law to carry ID papers/card

2:DP mostly a secret service, like psi-corp from B5. people in armageddon
suits and tanks will turn up to stop a delta battle, but if your a non
obvious trouble maker you are more likey to recive a midnight vist from
people in black uniforms than get arrested on the street.

3: defiants underground militant organisation, organise terrorist operations
to try and disrupt the corrupt goings on of DP and the government. get a
liberal candiate nominated for mayor and then show the election to be
rigged. get an emmbarressing new story air time on the radio. stop DP
putting halocengenic(sp?) drugs into smalltown's water supply, show that
nuclear radiation IS dangerous!
