I seriously like this power package. But I would like to make one change.

I would add a strength based skill called duplication and the number of
duplicated you can produce depends on your number of successes you have.
  This even apply if you already have one duplicate running around. To
create another one would then require 2 successes on the duplication roll.

Else I find your duplicator to be a very good package, it is not overpowered
at all.
