I don't quite agree with that. The blaster is much more powerful than all
the others. Compare the blaster with the screamer or hot shot. Those two
works well with the rest of the packages, but the blaster is far beyond
them.

A blaster does 5d6+10 damage, ignores armor, has twice the range, his tricks
allows him to add up to +20 to the damage and his power can autofire with up
to 3 hits in a single attack. In addition to this the blaster also have
armor.

The screamer does 7d6+5 (head shot) is countered by head armor. And her
tricks is to break glass within a few meters or to stun an opponent (if she
gets +3 successes, which makes it impossible). In addition she's immune to
sound effects (and how useful is that?).
