I think it would (and does) apply. It just shouldn't apply _twice_. In
other words, if the Speedster rolled a 7 and added +5 (for the Speed Bonus)
to get a 12, then I don't think he should be considered to "break the tie"
with someone else who rolled a "natural" 12.
