Well, I could wave my hands and spout all sorts of pseudo-scientific 
rationlizations about particle beams and so on, but the real reason was in 
playtesting we felt the blasters were underpowered and that this would help 
balance it out a bit. Otherwise, they weren't much better than someone 
carrying a rifle.
