[BNW] Source of Delta powers (spoilerish)

Spoilers....

Well, honestly, I don't know if this will be
spoilerish, but side threads from this might be, so
it's just a precaution.

So in reading the rules I've made some assuptions:

I had thought I read that edges could be bought with
skill points somewhere in one of the DL rule books,
but can't find the source.

I had thought I read that blasters were able to vary
their blaster power up to 5d6+10 somewhere in the BNW
books, but can't find the source.

This makes me wonder about another basic assuption.
What causes a hero to be a Delta? There are several
references to near death experiences, as well as
mentioning near death experiences lead to Alphaness,
but for the life of me I can't find a specific
reference that says: The only way to get Delta Powers
is through a near death experience.

How do people handle it? How do you let your players
explain the source/cause/event that awakened their
Delta Powers? In some cases (bargainers/covenant) I
can see a source besides a near death experience
leading to the gaining of powers.

On a speculative note, if near death situations are
the key, and this isn't a Deadlands copycat, what do
people suppose the source of Deltaness is? DNA is
mentioned as a contributing factor, but does the same
genetic code exist in non-deltas, or does it
mysteriously appear when a being becomes delta (as if
inserted by 4th dimensional aliens, or as a virus)?

What do people think, or should we wait a month or two
for some more books to come out before we start
speculating?
