If the Delta had FULL control over his transformation
(still needing to transform to use his power, but no
involuntary transforms) I can see a 3/5pt. Personally
I think it should be a 2/4pt with the weaknesses that
stun changes him (from monster to normal or vice
versa), psychological failed rolls, stress, and
surprise could change him. Add some limitations so
the play will need to be cautious in his actions,
least he blows his secret, but he has the advantage
that the only way he'll get caught is if someone sees
the transformation. Course the 2/4 means 2 is a
slight change from normal so people trying to make a
connection get a tn+10 difficulty is tying the to
together if they already have a suspicion (or
somesuch, but no evidence) while the 4pt gives a
tn+20.
