Prison Labor.  Why waste time stamping license plates when you could get them to build you armorgeddon
suits?  Afterward DP gadgeteers would go over them to make sure they hadn't been sabotaged... but this
way you could keep a large number of suits in action without tying up trusted DP deltas.
