Yep.
Let's put it this way, a person who is extraordinarily muscled
(strength 5D6) undergoes the transformation into a nine foot behemoth
(Goliath deltas have Strength +5) and he is very highly trained at
fighting (skill +4)...
Would they find what the average person (Strength 2D6 or 3D6) who
has a basic training (+2) to be Challenging (10)?
They are just *that* good... Of course, that's nearly the maximum
example (one more skill point, and your there!), so I'm not too worried
about it...
And there are modifiers, wound penalties, etc...
As I remarked before, Goliaths *are* monsters...
And that's just what Delta Prime *wants* you to believe, too...
