An accusation that can be leveled at any RPG that supports it's own lines.
It's a succesful formula.

Why not - with what you get in the main book, you HAVE to buy the bargainer
book and gadgeteer book if you want to play them.
Even with White Wolf (at least Werewolf), you could play EACH tribe
straight out of the main rulebook. The complete character class books
expanded each tribe - but they weren't needed to complete them.
