While it basically indicates that, it quite carefully states that you
only
get three tricks in character creation "for free".  I would allow a
character
to spend Quirk points to purchase an additional Trick (since you could
only
have 10 negative Quirk points, you could only get one additional Trick)
if
they really wanted it.  With Veteran, they would only have to spend 5
negative quirk points for that additional trick (spending the 5 points
from
Veteran as well).

Well, during character creation you can't buy Tricks normally (with the 
exception above, if you want to use it), and Traits are limited to a
total
of 12 dice to split among four Traits -- no more, no less.

In character creation, you really can only buy Skills or Quirks, and
those
are on a one-to-one basis, i.e. each level in the Skill costs one point
(as
you said).
