And Angel counts as at least Patron +2 or Contact +2 -- while he's in 
Sunnydale, that is..

Yikes!  She gets the strength of a Goliath, and the initiative bonus of
a Speedster!  As much as I admire Buffy, this is a bit much..

I'd give her +2 or +3 strength max...  And just about the same for a
speed
bonus to initiative, dodging and martial arts (but not pace).

The weapon mastery one is perhaps a bit much, too.. although there are 
times when she has whipped Gyles during weapon training..

Perhaps add:
Does Not Bruise Easily:  Armour 2
Heals Quickly:  Healing difficulties are made as normal, but against
Easy(5)
 instead of Challenging(10).

(Come to think of it, she might work well as a Scrapper...)
