That's what I was thinking.  Perhaps instead of developing nuclear weapons
programs, the governments of the world developed superhuman programs.

In essence, that makes each character the equivalent of a walking, breathing
(and self-aware/independant) nuclear weapon (maybe not as powerful as a
nuke, but you get the idea), thus calling for the "register yourself as a
weapon" part.

Perhaps a group of superhumans didn't like that idea.  Perhaps there was a
big demonstration or even a villian that did such awful damage that the
government (probably controlled by a mind-manipulating super-being) said
"Hey!  This is war" and thus the marshal law.

Just a few random thoughts.
